Summary

The Coordinator – Facility Services is responsible for overseeing facility operations and maintenance, monitoring and managing Supervisor performance, and monitoring budget, workloads and supplies. The successful candidate will apply a customer service perspective and possess proven leadership capabilities in collaborative decision-making and team building. Using highly developed communication and interpersonal skills, the Coordinator – Facility Services will provide direction and support that builds trust, develops relationships and motivates the team to respond to the needs of students and staff.


Reporting/Responsibilities

Reporting to the Manager – Facility Services, the Coordinator – Facility Services will:

  • Be responsible for the safe, clean and effective operation of school facilities for the comfort of employees, students, and visitors in compliance with all relevant laws, regulations, policies, procedures, collective agreement and applicable legislation.
  • Regularly visit facilities to supervise operations and maintenance across the Board.
  • Report to the Manager – Facility Services on the status of building operations and maintenance, identify issues and requirements for action and prepare reports as required.
  • Establish and maintain positive relationships with school Administration, Human Resources, Union representatives and contractors.
  • Coordinate with Human Resources and Union representatives for disciplinary investigations, disciplinary actions and grievances.
  • Attend Joint Health and Safety meetings to speak to Operations and Maintenance topics.
  • Assist with the development, monitoring and control of the Maintenance and Custodial Services budgets.
  • Guide Supervisors in responding to complex issues and emergencies, including issues with contracted services.
  • Be the first point of contact for school Administrators' requests.
  • Ensure compliance with Fire Code in coordination with the local Fire Marshall.
  • Coordinate with Supply Chain & Risk to improve, maintain and implement the Board's Contracted Services program, ensuring work is satisfactorily completed and according to schedule and contract.
  • Supervise, guide and coach Supervisors – Facility Services and Shift Supervisor – Custodial Services in all facets of their roles.
  • Ensure consistent processes and methods are applied for the supervision of Unionized custodial and maintenance staff throughout the Board.
  • Complete regular analysis of custodial and maintenance FTE requirements to ensure proper staffing.
  • Monitor the work order management system (eBase) and relevant KPIs to ensure work orders are being completed appropriately and efficiently.
  • Establish and maintain policies, procedures and standards for Maintenance, Custodial, and Health & Safety services, ensuring strict adherence to Ministry directives, Municipal Bylaws, OHSA, and WHMIS.
  • Develop and implement new cleaning programs and custodial training programs.
  • Plan training and professional development Custodial and Maintenance staff.
  • Plan professional development for Maintenance staff to promote continuous learning and efficiency.
  • Participate in professional development training to further develop departmental processes.
  • Initiate and facilitate Principal orientations.
  • Execute semi-annual school reviews at each location to identify maintenance and capital renewal planning priorities.
  • Develop, implement, maintain and monitor a data-driven preventative maintenance plan for all building and site systems within the Board (mechanical and electrical systems, parking lots, doors, etc.).
  • Coordinate small projects (< $10k), ensuring all work is delivered on schedule, within budget, and in coordination with stakeholders and consultants.
  • Provide key data and support for capital renewal plans.
  • Facilitate comprehensive building condition assessments in collaboration with the Ministry of Education and structural engineers to inform long-term planning.
  • Monitor utility consumption data for trends and identify potential improvements.
  • Develop, implement and maintain consistent and data-driven methods for energy conservation throughout all buildings throughout the Board, following provincial best practices.
  • Assist the capital team in selecting energy-efficient systems that improve indoor environmental quality and operational efficiency for renewal projects.

Qualifications and Skills
  • Post-secondary degree or diploma in engineering, technology, building operations or equivalent.
  • Seven (7) years experience supervising or managing day-to-day building operations, preferably with supervisory experience or a leadership role with a mixed union and contracted services workforce.
  • Experience managing staff in a unionized facilities management environment is preferred.
  • Working knowledge of physical security systems, including lock and key management, automated access control, life safety and monitoring agencies, along with related management applications.
  • Experience working with work order management systems is preferred, particularly eBase.
  • Working at Heights and Fall Protection Training or ability to receive within 3 months of position acceptance.
  • Certificate in a discipline related to facility management or equivalent is preferred.
  • Knowledge of Building Code, Fire Code, AODA, WHMIS, the Occupational Health and Safety Act plus any Government legislation pertaining to school boards and facility maintenance and management.
  • Knowledge of collective agreements and other relevant labour legislation (Employment Standards Act, Ontario Human Rights, Occupational Health & Safety Act, WSIB Act etc.) is preferred.
  • Understanding of database structure and building Ministry Uniformat codes, as it relates to maintenance and asset management is preferred.
  • Customer service oriented.
  • Exceptional time management skills and ability to prioritize tasks in a fast-paced environment.
  • Possess a valid Ontario Driver's license (G-class) and access to vehicle.
  • Effective use of Microsoft Office.
  • Effective verbal and written communication.
